Preserved worktree boundary

The worktree still contains substantial pre-existing fleet/TUI/MCP changes, including optional runbooks, Docker files, site-health work, CLI/TUI changes, and related tests. They were intentionally not reverted or included in the three commits above. Review with:

Blocked or deferred items

Central fresh OAuth grant: cached-token reads worked, but clearing the token cache requires explicit authorization.
GLP audit-log v2beta1: upstream endpoint returned HTTP 500 for every tested request shape.
GLP collection wire bounding: requires collection/resource path discrimination before adding pagination parameters.
UXI live read-only verification: GreenLake SSO returned 401 unauthorized_request; credentials/entitlement must be re-issued.
Version-aware exact lookup: code and fixture tests are complete, but the required raw OpenAPI/product/advisory/lifecycle source corpora are absent in this workspace, so the live artifact rebuild remains fail-closed.
